Shipping rules are for showing different shipping methods for different countries or states. Now there can be rules for shipping methods based on quantity of products in cart, On the shipping pages it is total quantity of all jobs that determines which shipping method is used. Note: This is quantity inside the jobs not number of jobs.
Once you have shipping methods created, go to company shipping methods page and click on Edit Shipping Rules.

Then click on Quantity Rules
Then check off Enable Shipping Rules By Quantity.
Add a new rule by setting Quantity To and Quantity From and check off which shipping method(s) apply to that quantity.
Note: Only works with Alternate Shipping and Alternate Split Shipping.
