Shipping rules are meant to show different ship methods for different countries or states.
Once you have shipping methods created, go to company shipping methods page and click on Edit Shipping Rules.

Then check off Enable Shipping Rules (Not Applied to Split Shipping or Multiple Addresses)
Add a new rule by selecting Country and/or State and check off which shipping method(s) apply to that location.
If you don't want the methods to show to a location that you don't have a rule for then uncheck the methods in 'Base' and Save. The user will see a message 'No Valid Shipping Method For this address'.
