We don't allow regular users to upload their own lists however it can be done in the manager or producer role. It is somewhat hidden in the Manage Addresses > Company Addresses section. From there select a company and click on Upload Addresses. On that page go to the Address Book drop down and select Personal. A dropdown will appear with the list of users.
