When the user is set to Both Address Book and Manual.
Address book is a combination of the default address in the user profile, any company addresses and personal addresses.
Company addresses are set in advance by you or users in the manager role.
Personal addresses are either set in advance by the user or created on the shipping address page.
On the shipping manual entry page if the fields start blank and are filled in then a new personal address is created.
If a company address is selected and fields are changed then a new personal address is created.
If a company address is selected and fields are not changed then a new personal address is NOT created.
If a personal address is selected and fields are changed then that personal address is updated to reflect the changes.
If the default address from the user profile is selected and fields are changed then the default address is updated to reflect the changes.
